:wave: we've upgrade our infrastructure to use the latest kratos tagged version `v0.11.0` but kratos doesn't want to start with an error

I've check the changelog and did not see any change to the health routes, so I don't know where to search

ok so I found out, the kratos migrate sql was not being run after the upgrade of kratos version and the error was obfuscated in the return on the public health endpoint but it was displayed in the admin health endpoint
