I discovered today that the cgroups auto-tuning in Hydra happens _after_ the driver is constructed so it doesn't influence the default `max_conns` for the database connection. I'm trying to figure out whether this is a documentation bug or a behavior bug. Any guidance anyone can offer appreciated.

I decided to open a PR to see if I could make this easy. No tests or documentation changes in there yet, though.
