In short
1. Keep Access Rule Files in git instead of ConfigMaps
2. For scalability have each ingress different Access Rules file using annotations for ingress manifests
3. Webhook (from git repo) that can trigger oauthkeeper to re-read the git repo with Access Rule Files

Thank you! Oathkeeper is a bit on the backburner due to lack of us being able to commercialize it. Or rather - other products have a clear path to revenue to sustain them. But we will try to get around to reviewing your changes when we have a bit of downtime:)
