As Thomas answered, multi-tenancy can be achieved through our managed service Ory Cloud or by running multiple instances of Kratos/Hydra.
It is not super easy to setup self-hosted, so that is why we recommend to use Ory Cloud for these use cases.

PAT are not really supported right now. We have plans for a new dedicated service that will handle this use case, but that is still in the draft stage and too early to really talk about. (more context in this issue <https://github.com/ory/kratos/issues/1106> and other discussions on github)

I am not sure how easy it would be to implement it yourself, but my guess is not easy :sweat_smile:
