We can import credentials into kratos from other systems, however I cannot se how to update a users credentials or the totp secret. Is this possible? My use case is I would like to be able to synchronise multiple kratos instances on a "most recently updated wins" basis. Our customers have multiple mobile, offline kratos instances which connect and synchronise accounts with the central kratos instance every week or two.

It's not yet, but on the roadmap. No ETA yet, though.
