Hi, Is concept of Organizations limited to B2B SSO or is can it be used for general user grouping without SSO?

Its mostly for B2B SSO (companies that bring their own SSO to authenticate) - how are you looking to group users, what is the underlying use case?
Not sure without more details, but I think identity metadata might be what you are looking for.
