I've seen this too. The number seems to increase every time you start a consent flow with a client for that particular user / subject .

interestingly we're actually skipping the consent (we don't want a consent page, we just want a login, with the required details)

Same in my case, and I think that might be part of the cause. I think the consent is automatically applied each time in that case.

hm.. Did you manage to solve this? Can we just bypass the consent?
